Moving to Andorra: what to do with your vehicle

Becoming an Andorran resident changes the status of your vehicle. Andorran regulations set a precise deadline for registering it in Andorra, and the Govern publishes the procedure to follow. Here are the essentials, in order.

The deadline: six months after your residence permit

An Andorran resident may drive a foreign-registered vehicle in Andorra for a maximum of six months from the date the residence permit was granted (Decree 270/2021 of 1 September 2021, article 3.12).

After that, the regulation prohibits Andorran residents from driving a foreign-registered vehicle (same decree, article 3.10). It is therefore best to start the process as soon as your residency is granted.

The official procedure

The Govern d’Andorra describes the first registration of a foreign-plated vehicle (procedure GV000365):

declare the vehicle to Andorran customs, presenting the invoice;
for a used vehicle, pass the Andorran roadworthiness test (ITV) and deregister the vehicle in its country of origin;
submit the first registration application.

Once the file is complete, the maximum processing time is 48 hours.

Required documents

For a foreign-plated vehicle, procedure GV000365 requires:

the European Certificate of Conformity (COC);
the Andorran roadworthiness (ITV) report;
the mileage record taken at the ITV, for a previously registered vehicle;
the original registration certificate.

The official cost

The first registration fee is EUR 250 (GV000365). The roadworthiness test costs EUR 25.55 for a passenger car, and up to EUR 65 depending on the category (ITV Serveis, 2025 rates). The customs declaration determines any duties payable, the standard rate of the general indirect tax (IGI) being 4.5%.
