An Andorran-registered vehicle can circulate freely in France and Spain. There is no legal time limit on how many days per year an Andorran-plated car can be in France or Spain. However, if you have no genuine connection to Andorra and the vehicle is effectively a French or Spanish car that was registered in Andorra purely to avoid taxes, you are in the territory of fraudulent domiciliation. French and Spanish customs do conduct checks.

A vehicle registered to an active Andorran SLU or SA is fully legitimate. The key word is “genuine”: the company must have real operations in Andorra (local address, real business activity, accounting filed with the Govern d’Andorra). A shell company created solely to register a vehicle is not genuine and creates legal exposure. If your company is real, this is a strong case — and the IGI may be partially recoverable depending on your regime.

This is the “set it up properly” route. It requires either establishing Andorran residency (passive residency requires a EUR 400,000 investment commitment plus a EUR 50,000 deposit) or incorporating a genuine Andorran company (from approximately EUR 3,000 for an SLU). The registration itself is then legitimate — but the upfront cost of the structure must be factored into the economics.

Add transport costs (EUR 800-1,500 from Germany), ITV fees, and potential re-registration costs on exit, and the calculation needs to be done precisely for your case.

Registering a vehicle in Andorra without any genuine Andorran connection, and then driving it daily in France or Spain, is considered fraudulent domiciliation by French and Spanish tax authorities. The risks include: seizure of the vehicle, a tax reassessment for the full amount of evaded taxes, and fines. The fact that Andorran plates are legal in France and Spain does not make the underlying registration legal if there is no genuine Andorran link.
