The matrícula turística, or “MT” plate, is the Andorran regime for vehicles that circulate temporarily in Andorra. It is designed for people who do not hold an Andorran residence permit and who live outside the European Union. This guide sets out what the official texts say and what you need to prepare.

Who can apply for a matrícula turística?

Andorra’s vehicle registration regulation opens the MT plate to Andorran nationals who do not live in Andorra and to foreign nationals who do not hold an Andorran residence permit, or residence and work permit (Decree 270/2021 of 1 September 2021, article 3.6.h).

For an EU resident, the MT plate does not change the obligation to register, in the country of residence, a vehicle used there on a regular basis. This is why the regime in practice concerns residents outside the European Union, for example in the United Kingdom, Switzerland, Ukraine, the United States or Latin America.

Andorran residents may not drive a vehicle with an MT plate (same decree, article 3.10).

Which vehicles are eligible?

The MT plate covers passenger cars (category M1), motorhomes, converted vans and motorcycles (category L3) (article 23.2). The vehicle must meet the emission standards set by the regulation and pass the Andorran roadworthiness test (ITV) (article 23).

How long is it valid?

The matrícula turística is valid for at least one month and at most one year (article 23.5). Once it expires, the vehicle no longer has a registration: to keep driving, you must apply again, with a new roadworthiness test.

Documents to prepare

The regulation lists the following documents (article 25.3):

• the original purchase invoice;
• the Andorran customs declaration, which settles the 4.5% general indirect tax (IGI);
• the insurance certificate;
• the original foreign registration certificate, if there is one;
• a favourable roadworthiness (ITV) report.

Also bring a copy of your passport. The provider may ask for your Andorran administrative identification number (NIA), which it can obtain on your behalf.

How much does it cost?

Two items are public. The IGI, set at 4.5% of the vehicle price, is paid with the customs declaration. The roadworthiness test costs EUR 25.55 for a passenger car, and up to EUR 65 depending on the category (ITV Serveis, 2025 rates). What if you later move to Andorra?

An official procedure lets you switch from an MT plate to an ordinary Andorran registration (Govern d’Andorra, procedure GV000375). It requires an NIA, a customs declaration and insurance in the holder’s name. The fee is EUR 250 and the maximum processing time is two working days.
